Governor Newsom announces appointments

SACRAMENTO...Governor Gavin Newsom today announced the following appointments:
Clint Kellum, of Sacramento, has been appointed Director of the California Department of Cannabis Control. Kellum has been the Chief Deputy Director at the California Department of Cannabis Control since 2025. He was the Chief Deputy Executive Director at the California Infrastructure and Economic Development Bank from 2021 to 2025. Kellum held multiple positions at the California Department of Finance from 2011 to 2021, including Assistant Program Budget Manager, Principal Program Budget Analyst, and Finance Budget Analyst. He held multiple roles at the California Department of Corrections and Rehabilitation from 2008 to 2010, including Staff Services Manager I, Associate Budget Analyst, and Staff Services Analyst. Kellum was a Financial Advisor at Morgan Stanley from 2006 to 2007. He earned a Bachelor of Science degree in Finance from California State University, Sacramento. This position requires Senate confirmation, and the compensation is $229,537. Kellum is registered without party preference.
Julia Kingsley, of Sacramento, has been appointed Deputy Secretary for Environmental Policy and Housing Coordination at the California State Transportation Agency. Kingsley has been Senior Consultant at the California State Assembly Transportation Committee since 2021. She was Assistant Deputy Director at the California Transportation Commission from 2020 to 2021. Kingsley was Senior Legislative Aide in the Office of Assemblymember Laura Friedman in the California State Assembly from 2017 to 2020. She was a Policy Associate at Ecoconsult in 2017. Kingsley was a Defense Representative for the Association of Los Angeles Deputy Sherriffs from 2016 to 2017. She was a Coro Fellow for the Coro Fellowship in Public Affairs from 2015 to 2016. Kingsley earned a Bachelor of Arts in Urban and Environmental Policy from Occidental College. This position does not require Senate confirmation and the compensation is $175,512. Kingsley is a Democrat.
Byron Lim, of Newark, has been appointed Encampments Program Director at the California Department of Transportation. Lim has been Assistant Deputy District 4 Director in the Division of Maintenance at the California Department of Transportation since 2024, where he has held several roles since 1998, including Clean California Program Manager, Senior Transportation Engineer, Transportation Engineer, Resident Engineer, and Structure Representative. He earned a Bachelor of Arts degree in Civil Engineering from California State University, San Jose. This position does not require Senate confirmation, and the compensation is $218,328. Lim is a Democrat.
